Right now, checkpoints are a pain to load, requiring that the full dataset is available.

We need to figure out a way around this...

[x] Add infrastructure to allow checkpoints to be completely loaded from hparams file and checkpoint
[x] Add unittests to make sure checkpoints are being loaded properly
