tridesclous 1.3.0 #80

Hi Jeremy. This is a PR for a new reelase of tridesclous.

If you have time one day, I would be happy to find a solution to install opencl and run tridesclous on a GPU in spikeforest, the run time is a bit biased.

Note that I have implemented some part of tridesclous in numba in case of opencl would fail. It should be the case here.

Could you tell if it runs ?
