Move the build system to Meson

In addition to meson being much simpler and more readable, here's a nice bonus:

• autotools:
  • autogen.sh: 13.878s
  • configure: 4.685s
  • make: 0.727s
  • make install: 0.178s
  • total: 19.468s
• meson:
  • meson: 0.298s
  • ninja: 0.297s
  • ninja install: 0.186s
  • total: 0.781s

For this project, building and installing with the Autotools is ~25 times slower than with Meson.

Our CI over at Freedesktop-SDK will be a tiny bit happier with this. :slightly_smiling_face:
