Upgrade llvm 7.0
fix wrong clear
add radeonsi llvm flag
enable galium nine (winehq)

Same stack was running on my real centos 7.0 ( not in flatpak) without any problems. This time newer mesa on real machine. Must take a look about your patches for a mesa upgrade.

llvm 7 radeonsi benefit RX 4xx/5xx and newer galium nine most for r300/r600/radeonsi for d3dx9 acceleration in winehq

1.6 is feature frozen all development happens in 18.08: https://gitlab.com/freedesktop-sdk/freedesktop-sdk

They have been looking into getting the Mesa there to use llvm7 also.
