Migrate/use/improve random_lengths to sage-flatsurf

We should pick the lengths such that we get a somewhat balanced polygon. Also this code should go into sage-flatsurf and not live in flatsurvey.

The one in sage-flatsurf doesn't support exact-reals yet but otherwise it's there now.
