Add content to COVID-19 for DE, IT, RU #395

For some reason, the translated versions of COVID-19 are empty for DE, IT and RU. This does partial sync of the content (and fixes image links). This retains legacy styling but it's probably better this way than if there is no content at all. Also, pending-sci-notices are added to this content because it has not been reviewed yet.

Let's hold off on submitting this. I have noticed that most of the COVID-19 content is embedded in the main page so the issue may not be as critical as originally assumed.

It is still confusing and weird though. I wonder if we could add COVID-19 and modify the index page. This should still leave Dos/donts in the old form.
