Updating ci tests to use PHP 7+ #14

PHP 5.6 and greater are supported on Xenial. 5.3-5.5 is supported on Precise.

The env matrix will work for PHP 5.6+, but had to split it out to individual jobs when having to define individual ditros, since I couldn't get each distro to support multiple php versions or the matrix environment within the jobs.include syntax

Doing this only shows PHP 5.6 passing. Not sure as to why exactly.
