Add B->ee measurements #150

Hi, I would like to add the recent LHCb limits on B0 -> e+e- and Bs -> e+e- to flavio. These processes are important in vector LQ scenarios, for example. There has been no other measurement of these decays included in flavio so far.

Coverage Status

Coverage remained the same at 93.891% when pulling 4511b5adfad94603a3861aecad96a7bcf9d190c4 on hoodyn:B-ee-measurement into c315d96b94d85488600321bd8da31e0cff057f77 on flav-io:master.
