chore: adding issue and pull request templates #41

Following the Github community guidelines, I thought it'd be nice to add Issue and pull request templates!

I picked some ideas from other communities that I thought it would make sense for this project!

Let me know what are your thoughts!

Sometimes I feel there as too many questions in those templates, but let's use it before discussing about it. It's a good starting point!
