test `cmake` on Windows #77

currently the cmake tests are all skipped because Appveyor doesn't have cmake installed and it was too much of a pain to figure out how to install it.

now that we've got Concourse running on Windows, though, let's do this.

[ ] add CMake to https://github.com/flavorjones/windows-ruby-dev-tools-release
[ ] stop skipping tests in test/test_cmake.rb if MiniPortile.windows?
[ ] ???
[ ] profit
