The sidebar menu requires an alternative mode when on mobile devices, as the font and lace pattern don't mix well on smaller screens. For ease of use, the ribbon at the top should become the new navigation bar on mobile. Support exists in Bootstrap 4.0's documentation for this type of menu.

If you're still having trouble with the top navbar, try looking atHamburger Menu Design. This is what you should be aiming to build.
