Unindexed collections are available to search, with no warning. #119

New collections that have not been indexed are available to search, but the
user is not warned that they contain no indexed documents. This may lead to
confusion.

In general it's not clear what to do... for example (given that you can hold
indexing) it might be that just 1 document has been indexed.

It's hard to know when the collection's underlying xapian database truly 
reflects the
collections source documents, for some collections the answer could be "never".

One idea is to add index size to the collection descriptions on the search 
page, possibly highlighting them if 
zero.

yeah - putting something in the collection description is probably a good idea.
