Additional tasks for 1.0 release #170

- Update version numbers
- Create new build and add to Googlecode downloads
- Edit documentation and remove 'pre-release' header
- Edit About.. and remove 'pre-release' header
- Create new documentation snapshots and put on flax.co.uk
- Edit link on flax.co.uk

Some / most of these tasks are going to be common to all releases, I imagine.  
I've
created a new document, docs/hacking.rst, in which we should put any notes 
relevant
to the development processes for Flax.  I've put a copy of the above list into 
this
file, and edited it a bit.  We should maintain it there.

One of the above items confuses me, though: "Edit About.. and remove 
'pre-release'
header" - I don't see any pre-release header in the "about.html" template 
(there's an
span node which is replaced by the current version number, but that will
automatically be updated if version.py is updated).
