install_dependencies doesn't install all dependencies. #174

It seems a little odd that a version of xapian (and/or its python bindings)
is not installed by util/install_dependecies.py

There is now a Python file that attempts to download a suitable Xapian package 
for
Xappy, and the Windows build process has been improved to make it relatively 
simple
to build this.
