help link on main admin page references non-existent document #175

What steps will reproduce the problem?
1. start flax
2. navigate to /admin/
3. Click the "Help" link

What is the expected output? What do you see instead?

A 404 page with the message "Error: The path '/static/docs/reference.html'
was not found" is displayed.

Works on Windows - if this is on Linux I'm wondering if there should be some 
way of
distributing the help in the correct folder.
