Add a program to allow windows users to specify the directories in use #74

In particular, this should allow the database directory to be specified as
somewhere other than the \data directory under the program's install path.

Note that this will need to restart the flax server when the paths are
changed if it is run after install.

Now done during installation. To change while running is difficult; best to 
uninstall
and reinstall as this makes sure the service is restarted.
