Use a dedicated exception 'ConfigurationException' for reporting error in the loaded configuration:

if mandatory fields are missing or have bad format
This exception generates an appropriate log at the top level of South IEC61850 plugin, and afterwards is rethrew to Fledge in order to abort the execution plugin
