Tour money calculation tool #2640

Add a tool, where an event can be created with a set of users, where every user can add entries of how much money that user has added or spend on something for the event. At the end of the event calculate a full payout list, where the site calculates which user has to send what money to which other user.

Optionally save when a user joined the event, and deduct some amount of payout.
