Description

use Raketask to create an active plugin list to be used for docs (later) and plugin policy
upload the active plugin list to s3 (similar to policies)
publish plugins merged to the master branch in the plugin publishing org.

Do we have automation around uploading these plugins to staging as well ? @NeenuAVarghese we don't, but we could set it up. I don't think we have an org for the catalog in staging. all we need to do is apply the policy on that org.
