block_device::do_primary_restore timeout after 1000 seconds #148

Today there was an AWS service disruption but aws reports it has ended...

9:08 AM PDT We are investigating degraded performance for some volumes in a single AZ in the us-east-1 region 9:19 AM PDT From 9:01 AM PDT to 9:03 AM PDT, a small number of EBS volumes in a single AZ in the US-EAST-1 region experienced degraded performance. The issue has been resolved and the service is now operating normally.

However, I am unable to restore a volume via do_primary_restore. I've been using this routine for months but now it just times out after 1000 seconds. How should I handle it?

I just noticed that in my RightScale dashboard, I'm seeing an audit entry which informs me that the device attachment completes 84 seconds after the recipe times out and my server strands. I think the corrective action in my case if for me to simply increase the timeout but I don't know how to do it.
