Include simple note about licensing in README #164

To avoid confusion, a simple statement summing up the license arrangement for the repo should be added to the README.

Something to the effect of:

This collection of software is only usable for non-commercial purposes unless you are a paying customer of Rightscale.

@danielbeardsley Thank you for your suggestion, we will consider it. However, our next generation v14 ServerTemplates will be using different cookbooks which are Apache Licensed: see rightscale-cookbooks.
