This pull req fixes repo_ros fail on capistrano_pull action (https://wush.net/trac/rightscale/ticket/4668)

Tested in different combinations wit different types of repo_* and different actions (:pull and :capistrano_pull)

Details: *add check for existing repos to Pull action
