Create integration test for local setup

This should test the following:

• Adding an agent after the cluster has run for a while
• Removing an agent while the cluster is running
• Adding the agent back after it has been removed (will the cache reset itself correctly?)
• Moving an agent from one concentrator to another one.
• Removing the auctioneer and adding it back with a different market basis (will the whole cluster reconfigure itself?)
• Removing the concentrator and adding it back (will the cluster reconnect everything correctly)

These tests could be performed in different cluster configurations:

• x agents with 1 auctioneer
• x agents with 1 concentrator and 1 auctioneer
• x agents to each of y concentrators and 1 auctioneer
• x agents to each of y concentrators and 2 auctioneers (are the different clusters really independant?)

It looks like these tests are fine in the development_cgi branch. We'll pull those changes later.
