BUG: Legacy eAccess flag is missing from petitioner contact info #7974

Describe the Bug Petitioners who had eAccess to the legacy system should have an eAccess flag displayed in their contact information. See 5508

What were you doing when you discovered this bug? (Using the application, demoing, smoke tests, testing other functionality, etc.)

To Reproduce Steps to reproduce the behavior:

  1. Go to case with petitioner with legacy eAccess
  2. View petitioner contact information

Expected Behavior

Actual Behavior eAccess flag is not displaying for petitioner with legacy eAccess = true.

Case on dev with hasEAccess flag - 425-21

I am seeing the eAccess flag on a new case after I added an email address for petitioner. Since this is a new case and the petitioner could not have had eAccess to it before, I would not expect the eAccess flag to display.

Is the legacy eAccess flag tied specifically to the email address itself?

The Court really needs to see some visual indicator for all users (emails) who have had a Cognito account created for them. This includes those from the migration and any once since then. Will create a new story.
