As a Petitioner, in order to be ready to pay the filing fee, I need to be notified early in the process that there is a filing fee.

Pre-Conditions

- "all fields" required text should be semibold 600
- change bottom margin to margin-bottom-3
Petitioner is notified early in the process that they need to pay the filing fee after the case is created
Move pay.gov and filing content to dashboard
Items from usability testing #3286:
- Break the form instructions down into bite-sized chunks to make it clear which forms need to be completed, what they are for, and when they will be used (Priority)
- Spell out all acronyms in their first use (Priority)
- Use plain language to rewrite all headers and descriptions for file a petition (Priority) ~ * Add alternative instructions for merging PDFs for users without Adobe Pro (Priority)~ NO -- can delete instructions in their entirety if necessary
- Clearly define the file upload fields by user-friendly form names (Priority)
- Inform the user upfront of how many PDF documents they will need to upload (Priority)
- Include reference links to the corresponding forms co-located with upload field (Priority)
- Clarify the redaction warning message to ensure that users understand that it does not apply to the STIN (Priority)
- Create null state for Case Detail > Case Information tab for external parties

No Cases Entered Dashboard
- Text has been changed on this page
  - New icons have been added with updated instructions to point out the forms, filing fee and login info
    - Paper icon on light blue background for documents,
    - Dollar sign in light blue background for filing fee, and
    - User icon on light blue background for login info
  - New content added about the specific documents needed to file (main content)
  - Links to the needed documents have been added with the content
  - Links to download the pdf documents will process via browser default
  - Taxpayer tools
    - Petitioner filing guide (Instructions for Creating a Case) will be a pdf of the tips for filing (next page in process after clicking Start a case) and will open in a new window

Create a Case- tips page
- Tips page has been restructured and rewritten
- Tips page now has 4 accordion sections of information
- On page load all sections are closed, user can click to read more about each section
- Accordion sections can individually be opened on at a time, multiple at a time or have all displaying at once
- Links to download documents are in with the tips sections
- Each section give the user clean clear instructions and information needed to understand what is needed in the upcoming form in order to create/submit a case
- The tips page is a more in-depth version of the information given on the dashboard
- Got it, lets file my case button at bottom leads to page one of the create a case form
- Cancel link directs back to dashboard

- Any Acronym on its first occurrence on the page is spelled out completely followed by the acronym
- Yellow warning text has been updated to give clearer instructions to user
- STIN should always display as Statement of Taxpayer Identification Number when spelled out
- T.C. Form 4 is available for download from this page
- User uploads STIN to this page
- Once STIN has been uploaded the file name along with a green checkmark circle
- Continue to step 2 of 5 directs to Your petition page
- Cancel link directs user to the dashboard

  - Change link will allow for upload of different or revised pdf
- ”Did you receive a notice from the IRS”
  - Clicking on yes or no will allow for different dropdown options to be selected on notice type

- Back button directs user to STIN page
- Cancel link directs user to the dashboard

Create a case- Who are you filing this case for?
- User selects who they are filing for
- For users selecting myself and spouse (living or deceased) They enter their information and their souse’s name and can copy the address and phone number to spouse by clicking the Use same address & phone number as above checkbox
  - If user updates the address or phone number for petitioner spouse will be updated as long as checkbox is checked
  - User can update the spouses address and phone without any changes to petitioner info
- Filing for a corporation-
  - Test has been updated for the ODS paragraph
  - T.C. Form 6 is available for download from this page
  - User uploads ODS to this page
  - Once ODS has been uploaded the file name along with a green checkmark circle
- Continue to step 4 of 5 directs to case procedure type page
- Back button directs user to Petition page

PO Review 5.13.2020:

On mobile: (1) I had a really weird experience at the end of the flow on mobile. It took me to the "You've created a case...your docket # is...." but I didn't have any way to get off that success page. (2) Step 4 on mobile keeps anchoring me to the "Which Case Procedure Should I Choose?" (expandable?)--that step open up there instead of the top of the page and on each selection I make (Case Type and Place of Trial) takes me back there versus leaving me where I was on page. I had to scroll A LOT to navigate Step 4 on mobile.

On desktop version: (1) The link to "Learn more about how to merge files into one PDF" throws a 404 error for me. (2) On Step 4, the page loads anchored to the expandable (which is already expanded) and not the top of the page and on each selection I make (Case Type and Place of Trial) it takes me back to that expandable versus leaving me where I was on page. (3) on the case created success modal, my docket number doesn't contain the suffix. My case number is 130-20L but the modal lists it as 130-20

Also, one last question from a usability perspective -- would it be better to direct them directly to the Court's petition filing fee page on pay.gov versus just to pay.gov's homepage? If so, that URL is: https://pay.gov/public/form/start/60485840
