BUG: uploaded PDF documents are not normalized to standard document width #8524

Describe the Bug

When you go to apply a signature to a proposed stip decision, the document is zoomed in (perhaps scanned in at higher resolution). It makes it impossible to apply the signature.

Judges need to apply their signature reliably

To Reproduce

Steps to reproduce the behavior:

  1. Become user Judge/Gustafson
  2. Navigate to case 9746-20
  3. Navigate to Drafts
  4. Attempt to Apply Signature to the Proposed decision
  5. See issue where the document is zoomed in

Expected Behavior

The document should be normal size and conform to the window.

Actual Behavior

The document is overly zoomed in

The attached file has pages with width of 2400px, which far exceeds the width of coversheets (866px). Use this attached file to see behavior related to adding coversheets and signatures (as a docket clerk) for a stipulated decision from a paper filing. big-stip-dec.pdf
