Based on the implementation of an xEMS protocol

This is enabled. The EMS may: 1) aggregate charging points, 2) use separate deviceId's 3) use different priorities

Already covered by FlexOffer. The xEMS protocol is developed as part of specific implementations. Best practices could be collected to help implementations.
