[EP] modification of energyConstraint parameter #3

On Specifications: I did not find any parameter to rate or characterise the reliability of a flexibility offer per slice. I think that should be added to the slice parameters.

Frankly, power from a PV plant cannot be 100% assured: Depending on the likelihood of clouds p(cloud) we get from the local weather-forecast, the reliability of the flexibility offered by a PV system in that region should be rated with 1-p(cloud). Similar applies for batteries if the current state of charge prevents flexibility (full/empty), and for heat-pumps, which cannot switched on if the are already switched on, or likewise off when already off.

Actually, the reliability depends on the energyConstraint parameters: if the lower guaranteed energy = 0kWh, the reliability of providing something in the interval [0 .. E_max] is evidently 1.00; whereas for lower=upper limit [E_min=E_max] the reliability is 0.00 if the availability of that amount of energy is not 100% sure. But can we conclude the reliability of an offer simply from 1 - E_min/E_max, or do we need a more flexible approach to rate the quality of provided flexibility offers?
