Use Spring 5 WebClient everywhere #2130

Spring 5 WebClient implementation should be used for all part in Shanoir where a HTTP client is needed :

dicomifier (currently with RestTemplate, see import/ShanoirExec)
bruker2Dicom (currently with RestTemplate, see preclinical/BrukerApiController)
service account access token (currently with RestTemplate, see common/KeycloakServiceAccountUtils)
WADO (currently with RestTemplate, see datasets/WADODownloaderService)
DICOM web (currently HttpClient, see datasets/DICOMWebService)

See datasets/VipClientService for a working example

For the first two, it is changed in my nifti management PR.
