Extra-data: allow upload for role user #2247

Role user, that can import into one study can today within the import add extra data to an exam in Shanoir. After the import, the same can not be done using the table Examinations from the menu or tree for the role user. A work-around exists to start an import and do so, but this is not intuitive. So, the idea is to open the edition of exams only for adding extra data for the role user, to an exam, where the user has the rights to import data into the study. Follow up of demand from CG at Neurinfo.
