Remove unused TCL_ARRAY code. #44

This code isn't even being consistently called, and hasn't been tested in years (possibly not since Flightaware took over maintenance of Pgtcl), and is probably not UTF-clean. Time to remove it.

Release as Pgtcl v3.0.0
