Add RHEL Image Builder Job to bootc Pipeline #17

For this to work there will need to be a registry.redhat.io account with the same login as quay.io/flightctl so the pipeline can access the RHEL base image.

Adds a job to our build-bootc.yaml to build a RHEL bootc image in the same manner as the CentOS and Fedora agent images.

So do we still want this workflow now that we can manually build the RHEL image via actions?

This was supposed to be the first PR, but I think I got the order flipped. All of the changes from this PR were in #16, so I'll just close this one
