This is untrue, the Gamecube did have an RGB SCART cable, part number DOL-013, available as an accessory. I have one, and an example eBay listing is https://www.ebay.co.uk/itm/256525201814. AIUI it isn't compatible with a stock PAL SNES, although it apparently will work with a Super Famicom, but I have neither to check.
