Steps to reproduce:

go to .../admin/settings/general
set System Status to "off"
sign out
go to /admin/login
Site keeps redirecting to login page until browsers times out wit TOO_MANY_REDIRECTS

Good catch! Pushed the patch in version 2.0.12.
