[CI] Test against Ruby 3.0+ and make lint pass #137

Description

Add support for Ruby 3.0+
Remove support for Ruby 2.4 and 2.5 (both EOL'ed)
Upgrade Rubocop to latest version
Create .rubocop_todo.yml for C-level offences

Additional Notes

It is expected for the CI matrix involving avro_turf ~> 1.x to fail, this will be addressed in #135
This PR increases the minimum Ruby version to 2.6+

we need to support Ruby way back to 2.3. :(

Oh I didn't know that! This could make things a bit harder 😄! But I'll try anyway. You made a lot of these fixes already in #138, so I think I'm going to throw this and start from scratch in a new branch
