feat(build): add ./build.sh publish target #57

The PR shuffles the build targets around and adds a new ./build.sh publish target for a bare cupd. The target publishes a multi-platform image to GHCR containing just cupd. Cup with flipt is still published to cup/flipt:latest as part of the action.

I also did a little refactoring to make this possible and DRY up some of the shared code between this processes.
