Account Reordering (prototype)

First pass at reordering accounts. Uses https://github.com/react-grid-layout/react-grid-layout set to a single column

Obvious functional issues are:

• persistence doesn't work, not sure why as the expected values are in the config.json
• some visual glitching when opening an account
• drop shadow style doesn't match the shape of the account items
• no scrolling when dragging off the current screen
