use NCBI Taxonomy ID for upload rather than pathogen name #51

We are considering switching from using the name in the target_pathogen column as the uploaded value to using the NCBI Taxonomy ID. However, we are not ready to do this yet as we first need to look up all the relevant TAXID values and put them in the HIPC Dashboard google sheet.
