Push Poll Results with Notification to servers/users who voted #126

Basically, push refresh to all instances which voted in a poll WITH the notification sending that the poll is complete.

Expected behaviour: Receiving the poll results when a poll ends. Current behaviour: You have to manually hit Refresh.
