[Feature Request] Be able to customise "approval required for sign up" form #166

Here is a screenshot of the signup form when "Registrations mode" is set to "approval required for sign up" in the site settings. Screenshot from 2019-08-25 10-19-13

Currently is says

Why do you want to join?
This will help us review your application

I would like to be able to set custom text there instead.

Honestly, it'd be nice to be able to fully customise the form. I have ideas but unsure how I'd execute them. At least we can customise the text for now.

Yes please!

On mine I've tweaked it a little using the CSS content property, but that's really a pretty crummy hack.
