Python 3.10 compatibility #35

To match what is done for the fast-oad-core package, the compatibility with Python 3.10 is explored. Also made some updates on the minimum requirements for fast-oad-core and the new min version for fast-oad-cs23

In the end, it's not possible because PyVPLM which is one of the dependency is not compatible with Python 3.10 right now. Still, this PR brings the new versions of fast-oad-core and fast-oad-cs23
