all_scheduler_jobs to user_sch.... Fix #717 #731

Fixes #717 by replacing sys.all_scheduler_jobs to sys.user_scheduler_jobs - stops queries retuning more that one row on queries if the APEX installation contains multiple F4A instances ( and multiple scheduler jobs for us).
