I have noticed, there is a bot by Loots which is sending chat messages on behalf of the streamer. For example: https://www.twitch.tv/videos/245617895?t=2h49m52s

I am not aware of any way to send messages on behalf of someone else on the IRC chat, however this bot is something that you run yourself, similar to bots like AnkhHeart. If you are a streamer, you'd run this on your own computer or any device (I run it 24/7 on a small Raspberry Pi), and you can use your own credentials to make it post in your name.
