feat: add client-elasticache #35

Hi, I just follow the elasticache model to generate the binding.

I'm thinking now this json specs can be used to automate the api generation.

Do you have some codegen tools in mind?

@floydspace I was thinking the same thing especially because I will need all the clients for my project. I don't have any ideas yet, but I'll look for some.
