Witty should have an automatic refresh throttling feature which would check 
the user's API status (http://twitter.com/account/rate_limit_status.xml) 
and adjust the update frequency depending on the API status.

Note - this should probably be done in combination with Issue 186 - Reduce 
update 
rate if machine is idle.
