New functionality for the 'samplesheet' command #817

Updates the samplesheet command to add new functionality:

Update sample project
Update sample names and IDs
Import replacement sample sheet from arbitrary locations

The functionality enables data to be updated for all lines in the sample sheet, or for subsets of lines to be selected based on lane numbers and/or matching values in arbitrary columns.
