Move the MultiQC report generation into a separate task in the QC pipeline #877

Updates the QC pipeline (in qc/pipeline) to add a new task explicitly to run multiqc (rather than delegating this to the QC reporting task, where it was previously performed by the reportqc.py utility).

Closing without merging as this PR is now superceded by changes in PR #990.
