Adds new command line options to the standalone QC pipeline runner run_qc.py:

--no-verify-fastqs option turns off the Fastq verfication step (otherwise verification always runs)
--biological-samples option allows biological samples to be explicitly declared (otherwise all samples are assumed to contain biological data)
