Error message for "set target" is unclear #2

This error message should say "graded MC" instead of "target MC".

This error message was chosen as using Graded MC will confuse user more due to the conflict between their actual Graded MC and the MC needed to achieve their target CAP. Hence target MC was chosen to give user an error message that was short and direct to the point.

Due to this, we are rejecting the 'bug' as this is an intended feature.
