In fact you are able to S/U modules that has grade lower than 'C'. According to official website of NUS, a ‘S' grade is assigned if the student receives a ‘C' grade or above for the module. Conversely, the student will receive a ‘U' if the grade obtained is lower than a ‘C' grade. Modular credits will be earned only if a ‘Satisfactory' (S) grade is attained.
Attached is a picture from NUS' official site.

It should not be possible to S/U a module with a grade of D/F. The CAP Calculator should omit suggestions to S/U grades below C as it is not possible in NUS.
